Things tend to move slower and you can't rush people, things will get done when they get done. This can be frustrating but it is the way it works in Kuwait and really the Middle East as a whole. Kuwaiti's also tend to prefer to business with people they know so you may have to spend some time building a relationship with somebody before you get down to business. And like all Middle Eastern countries if you are want to get anything done you will need to pay small bribes to endless officials. The amounts will be small but it is a nuisance, it's just part of the culture.
